Antica Foundation Inaugurates at Siglap 60 Carnival, With Mission to Empower Seniors and Ex-Offenders in Singapore

SINGAPORE, 29 MARCH 2025 – Antica Foundation, a Singapore-based non-profit organisation, will officially launch at the SiGlap 60 Carnival on 5 April 2025. The carnival, in partnership with the People’s Association, will be officiated by Dr Maliki Osman, Second Minister for Education and Foreign Affairs, Member of Parliament for East Coast GRC, and Grassroots Advisor for Siglap.

Both organisations will play a key role in running the two-day event, which is expected to welcome over 6,000 attendees. Focused on multi-generational inclusivity and community bonding, the carnival will feature amusement rides, a flea market, and engagement booths with partners such as The Yellow Ribbon Project and Silver Generation Office. Ahead of the festivities, Antica Foundation will hold its inauguration ceremony, reinforcing its mission to drive meaningful change in the community.

Empowering Seniors and Ex-Offenders

Founded in December 2024, Antica Foundation is dedicated to fostering social connections, supporting the underprivileged, and using technology to improve lives. Combining tech-driven elder care with second chances for ex-offenders, it fosters an inclusive community where both seniors and rehabilitated individuals can thrive. The organisation also addresses the specific needs of vulnerable seniors, including those living alone, at risk of falls, or with limited financial resources.

Through initiatives like Project GUARDIAN, the foundation has introduced non-intrusive fall detection sensors in key areas of seniors’ homes, such as bedrooms and bathrooms. These sensors utilise radar signals to detect falls and immediately alert designated “Angels”—family members, caregivers, neighbours, or friends—via WhatsApp. This ensures timely assistance and peace of mind for seniors and their loved ones. Launched in the Siglap community as a pilot programme, the initiative aims to reach 100 households through full subsidies in 2025.

In addition, Project SECOND WINGS supports ex-offenders by providing vocational training, career development opportunities, and personalised mentoring to aid their reintegration into society and the workforce. As part of this initiative, ex-offenders are employed as full-time care staff to support seniors during office hours, while volunteer residents from the surrounding area take over after hours. When a fall alert is received, responders first call the senior’s phone. If there is no response, they physically visit the senior’s home to assess the situation and determine if emergency services are required.

Building a Supportive, Collaborative Community

Aside from technology-based initiatives, Antica Foundation also works to enrich the lives of seniors through regular health talks, wellness workshops, engaging activities, and more. These programmes offer seniors opportunities to stay active, engage with younger generations, and learn new skills.

For example, in collaboration with Bedok View Secondary School, students and seniors participated in a Design Thinking Workshop exploring sustainability and recycling, fostering intergenerational learning and dialogue. The foundation also offers daily activities at the Lucky Haven Senior Activity Centre in Siglap, providing a safe and welcoming space where seniors can interact, learn, and engage with one another.

“At Antica Foundation, we believe true social change doesn’t come from grand gestures, but from the quiet, consistent act of restoring dignity to those whom society often forgets,” said Dixon Lim, Executive Director of Antica Foundation.

“For seniors, ageing is about more than just growing older—it’s about the sense of belonging, purpose, and being seen. For ex-offenders, it’s about trust, second chances, and the opportunity to rebuild. Our mission is rooted in empathy, driven by innovation, and shaped by the belief that every life holds value, no matter its past. We don’t just design solutions—we walk alongside individuals as they reclaim their stories, rebuild their futures, and remind us all of what it truly means to be human.”

Looking Ahead

Building upon its strong foundations in Siglap, Antica Foundation is committed to expanding its initiatives and forming new partnerships to maximise its social impact across Singapore and beyond. By harnessing technology and encouraging collaboration, the foundation aims to be a leading force in innovation and change. Its goal is to create a more inclusive society, offering both seniors and ex-offenders opportunities for growth, empowerment, and a better quality of life.
